A Vision for Peace, Prosperity, and Partnership

As the blue-and-gold flags unfurl across Europe this 9 May 2026, the distance between Brussels and Port Louis feels smaller than ever. Europe Day has long been a celebration of a continent that found its soul in freedom, equality and democracy – a promise forged from the ashes of war. But, 2026 has taught us a hard truth: the European project is no longer just about preventing a war between old rivals. It is about actively defending a way of life in a world where the rules-based order is under siege. Whether it is championing human rights, leading global climate action or upholding territorial integrity on the global stage, the EU’s strength lies in its consistency.

When we defend the rule of law globally, we are fortifying the foundations of our own home. We don’t just advocate for a rules-based order out of politeness; we do it because the alternative is a world where brute force dictates justice.

To stand-by Europe today is to defend the very concept of international law. It is to reject the creeping normalisation of coercion and insist that peace and stability are not negotiable - loudly and collectively. One of the most critical realisations in recent years is that EU’s stability is inextricably linked to the prosperity of our partners. For over 50 years, Mauritius has been one of Europe’s most trusted partners – a relationship that has grown from the Sugar Protocol of 1975 to today’s ambitious collaboration under Global Gateway and tech innovation through Horizon Europe. These initiatives are not just investments; they are proof that working together is the best way to confront global challenges and replace them by a steady pulse of growth.

Our Economic Partnership Agreement allows Mauritius to benefit since 2009 from a zero quota and tariff access to the European Single Market supporting economic development, while with our Sustainable Fisheries Partnership Agreement we are securing the livelihoods of thousands in the Mauritian tuna industry. The European Union remains Mauritius’ top trade partner, its leading source of tourists and its largest foreign investor. But our relationship extends far beyond economics. It is rooted in shared values of democracy, rule of law and human rights, underpinned by strong institutions. Together, with unity and resolve we can uphold our democratic principles against the rising tide of disinformation.

Our partnership recognises that Mauritius’ interests stretch far beyond its shores, encompassing a vast Exclusive Economic Zone that demands protection and sustainable management. Through our extensive partnership and support to the Indian Ocean Commission, we foster the cooperation of the countries of the SouthWest Indian Ocean, building synergies among states that discuss as equals. This is how we ensure that the shared challenges posed by climate change are addressed, and guarantee a transition to a green, circular economy that leaves no one behind.

For Mauritius, prosperity is linked to the ocean. Today, we are painfully reminded that our peace is tied to the freedom of navigation at sea. With the recent geopolitical tremors in the Gulf and the threats of piracy, illegal trafficking and illegal, unreported and unregulated (IUU) fishing ever present, the EU’s commitment to maritime security in the Indian Ocean has shifted from a policy goal to a daily imperative. Since the MASE, now on to the Safe Seas Africa programme, through the vigilant patrols of EUNAVFOR Atalanta and our continuous dialogue, the EU is standing alongside the Mauritian people working to minimise those threats and ensuring that the Indian Ocean remains open, secure and free.

As we look ahead, the European Union and Mauritius stand at the threshold of a new chapter—one defined by deeper collaboration in digital innovation, green transition, and blue economy. The challenges of the coming years - from climate resilience to geopolitical shifts - will require not just cooperation, but bold, forward-thinking. Mauritius, with its strategic position in the Indian Ocean, its dynamic economy, and industrious people is a natural ally for Europe. We are eager to build on our decades-long partnership, working together to advance democracy, peace and sustainability for years to come.

The promise of the Schuman Declaration of 1950 was about making war in Europe impossible. This promise is still alive today, and the EU will continue striving for peace. Together, as partners and friends, we are protecting our values, securing our seas and building a future that is fairer and safer for all.
