In view of the situation in the sugar sector – expected to become more and more difficult – Medine Sugar Estate does not trust to fate and is taking its future in hand. Tamarina IRS project was only the tip of the iceberg: more development projects are to come in the west. As it owns the whole western region, Médine is planning to transform the “Floréal-Wolmar-Albion triangle”. It introduced its land restructuring plan for the region for the next two decades and highlighted that it relies on the government’s support to achieve its objective.

Medine is thinking big. Its plan will be divided into three stages of about seven years to become reality. At the end of the day, the western region will include “satellite-towns”, shopping centres, hotels, golf courses, leisure parks, hospitals, schools, offices… Nothing has been left to chance. The Medine Sugar Estate wants to develop the region to attract capital, talent, expertise and people from all around the island and beyond. But the other objective is also to improve the lives of the inhabitants of the region.

As a proof of its good faith, Medine Sugar Estate has already announced it will contribute to social funds: it will give Rs 100 million within the next five years to make sure the social side is not neglected.

A fund to fight social exclusion</B>

It will first set up a fund of Rs 10 million to fight social exclusion in the region. Then, Rs 50 million will be devoted to making Bambous a centre for regional development with a market, a leisure centre and a multimedia library. Then, Rs 25 million will help start a venture capital fund to help entrepreneurs of the region to launch businesses. Finally, Medine will also set up a training centre.

The economic context of the country is undergoing major changes and there is no question of relying on sugar cane for survival anymore. As a result, Medine Sugar Estate will reduce the area under cane to set up its new infrastructure. The Western region being the area where there is the highest demographic growth rate, there is no doubt that the area will need to be developed. This is what Medine aims at while taking into account some of the government’s projects such as the light railway.

However, it is clear that such an important project cannot succeed without the full support of the government. The permit deliveries by the different authorities are among the main problems Medine may have to face. Likewise, Medine relies on the state for public services like water supply, electricity and telephone as well as the construction of roads. Hoping that the government will follow the initiative…
