● <B>What do trade unions have against the ministry?s proposal for the promotion of deputy heads of schools?</B>
Trade unions have protested against this proposal since the very beginning because they find it unfair that those that have spent a number of years as teachers can no longer benefit from any promotion. They do not agree that the promotion be based only on meritocracy.
● <B>Will the Pay Research Bureau implement the measure despite the unionists? protests?</B>
The PRB is thinking of introducing a mix of the two systems to try and satisfy most people. Half of deputy heads would be promoted on the basis of meritocracy ? through a system of exams - and the other half on the criterion of seniority.
● <B>What has been the reaction of unions after the PRB proposal? </B>
No compromise has been found. The Government Teachers? General Purpose Union is satisfied with the proposal and even said it was ?relieved?. But the Government Teachers? Union still does not agree and maintains the rally planned on 29th February. They still find it unfair because dividing the number of those eligible for the promotion based on the number of years by two would not give equal chances to all teachers who have spent 32 years in teaching.
