The vote and the constitution
Chapter 2 of the Constitution singles out four individual rights : life, liberty, security of the person, protection of the law. From the first articles: the sanctity of life, with the remaining three, the sanctity of home. The word creed in ?hexad? is bilingual. In English, creed is absolutely individual. The French term ?croyance? is ?absolument individuel?. In Section II, the word ?religion? is crucial and it should not be mistaken for anything else there. The word ?faith? does not appear because of the incumbent question of ?individual faith? and ?collective faith?.
Biology, by itself, takes in the word life; thence, the sanctity of life. But culture, language ? two aspects of human nature ? work upon the other three rights: liberty, security of the person, protection of the law, hence the sanctity of home. Both ?sanctity of home? and ?sanctity of life? are responsible for the whole idea of a vote. What would political parties do when it comes to the population. In 1964, the de Smith ?report? : the electoral system and the methods of securing representation in the Legislative.
There is no such thing as by-passing language when it comes to writing a constitution ; the very idea of introducing an ?iota? of mathematics (or statistics) is utterly foreign to it. There is no other way than ?? ascertain the result of the poll.? The word ?methods? immediately runs into absurdity (therefore not law). And ?securing? deals exclusively with ?voting? and none else.
When Mauritius became independent on 12th March 1968 ? embodied the action of Britain and that of Mauritius. Mauritius independent of itself meant that it would be sovereign - rule itself. With democracy, the idea of dictatorship disappeared. There is invariably the idea of ?internal? and ?external? and this is where the whole question of money (and money transactions) comes in ; abrupt rationalization incumbent.
Happily that sovereign/democratic should be internal. With internal, the population census of 1990 (Le Week-End, le recensement de 1990). The word ?religion? is crucial at Section II. Chapter 3 stamps ?the citizen?. The term ?citizen? cannot be replaced in that census table as it would be in flagrant contravention with what has been exterior to man.
There have been settlers, there is typically Mauritian, and there follows : what would be ?emanate?, ?stem?, from our place. The Constitution is the only result of the world ?work?, ?le travail?, let us put it since 1722. When private stays private and public stays public, the Constitution holds absolutely. What ensues : suicide will dwindle and eschatology will dwindle. Verse 15 of Sura Hajj will be attenuating. But the whole history of prophets, religion, and religious book is set in Saudi Arabia, one of the 192 independent nations forming the UN.
On Voice of America in September 1993, at the Environment, Man, Atom (EMA) meeting in Seattle ? Mr Gorbachev ? said religions should become aware of the huge sum of money used on armament. On the same station in December 1994, Senator Fulbright stated that scholars must start writing on nuclear disarmament. Radio Japan on 9th August, 2007, around 12.15 p.m. local time, saw the Mayor of Nagasaki expressing his concern that some 80 nations would be potentially threatening to withdraw from the Non Proliferation Treaty. He asked scientists to refrain (he did not use the word ?refuse?) from embarking on such tasks as would involve such re-armament.
Finally, in Introduction to Sura 47 (Muhammad) one finds :
?? which deal with the organisation of the Muslim Ummat or community both for external defence and in internal relations?. The first terminology Muslim Ummat, harbours religion, while the second term, community, does not. But they are the same group of people. Living and interacting in the same environment. So that biology has enough space for representing both types of communities. Thus all that pertains to the word ?life? ? as a right ? in Chapter 2, applies to either version of the word community. That there should be both external defence and in internal relations speaks of concomitance. Life ; Living. Never intelligence. In the Constitution : sovereign, democratic. In life, ?me? ?Je?. Sanctify them : that is the only thing that brings progress to mankind. There was a ?doctor? when I was student in Paddington in 1968 ; he was the author of a ?Blue book?, a scientist. He would say : ?This is what I tell Elahee Doomun : One is chaos, one is?? How far and upon what, can one go wrong ? But it is already at the UN. Some 22 years back ; probably at Victoria Hospital too ? (l?expresso, Cancer, un état des lieux). Mr Harold Glover was Electoral Commissioner in 1985.
On BBC, Bigara 24th September 2007, at 11.30 p.m. local time, the UN Sec. General made a one-minute announcement, because it started with jingles, ?clochettes?. It purports to go back to the very idea of the UN what was written at its inception. What are formalities are formalities but what is intrinsic, is intrinsic.

<B>I'm looking for Peter</B>
In the dark sky above, a cluster of stars have gathered to shine forth for Marie. She looks so beautiful in that ethereal light. She is decorating a Christmas tree, her two kids, all excited, are helping her. In fact she is very happy on this Christmas eve.
It's been five years since she met Peter, who married her. He saw the real Marie beneath her physical body. Peter's parents would not accept Marie as their daughter-in-law. His own friends disapproved of her, his colleagues ridiculed him. But Peter held his head high and was so proud of Marie every time she triumphed over one obstacle. After two arduous years, Marie had passed her GCE A level and now she is working as a junior officer at the ministry of Agriculture.
Tomorrow, after five years, Peter's parents have invited Peter, his kids and Marie over for tea! This is my dream for Marie and I'll fight hard until she is restored to life. She is only 24. She is trapped in hard drugs and vices as she sells her body each night to men in Quatre-Bornes. I have seen the despair in her eyes because she wants to get away from it. Her parents support her as best as they can. She says she needs somebody who will walk with her 24 hours a day.
Most of us will reject Marie. Yet, are we better than her? The baby born 2,000 years ago welcomes Marie with love in His Kingdom. For this Christmas to make my dream for Marie come true, I'll start looking for Peter and I'm sure I'll find him.
