In ?Jailhouse Blues?, published on Friday 20th June, we wrote that, ?According to the National Human Rights Commission (NHRC), its [the Subcommittee on Prevention of Torture] findings were submitted to the authorities earlier this year?. We drew our information from the NHRC?s annual report 2007, in which it reported that the ?SPT subcommittee will forward its Report in early 2008?. Due to administrative problems, the SPT has, in fact, been unable to submit its report to the Mauritian government. It?s worth noting that this delay has also hampered the setting up of a permanent National Preventive Mechanism.
