CPE 2004 : A delicate imbalance

Is the proposed formula for the award of a certificate right because government ministers said it ? On the other hand, is it wrong because the opposition said it? The answer is obvious: right or wrong, it is an ethno-political issue.

Faced with a pervading sense of impotence, the government had to buckle under pressure, pressure from all and sundry. Beside, the nation was torn apart, on the brink of ethnic collision. The issue, to consider or not to consider an Asian language as a scoring subject, had become a form of blood sport.

To the dismay of some and relief of many, Mr Tengur, the trade-union strong man and Asian language militant, changed his tune and tone, and so did his rivals. If anything, there is appeasement.

However, they must remember that no one is buying a pig in a poke. It?s definitely neither a pedagogical solution nor an equitable one. One does not need to be a mathematics genius to work out that the odds are many times more in favour of four out of six than four out of five. One simply has to walk into any betting shop and find out what the law of probability gives to eight out of ten as opposed to eight out of twelve. The stake is not the same, going up by at least nine times.

As it is, non-Asian candidates will be offering five subjects while Asian candidates will have a wider range with six subjects. For certification, the best four will be taken into account? Which four? Since English, French and Mathematics will continue to be compulsory, it won?t be the best four. One of the two (History-Geography and Science) will be opted out irrespective of the grades. Thos with Asian languages will always have two extra shots while the rest will have only one. How about standardisation? Do we call it level playing? There have been too many arm-twisting meddlers.

The best bet, and it takes guts to have guts, would be to introduce the third language with the right programme and with appropriate teaching tools at secondary school when the child has attained a certain maturity. French, as a third language, has successfully been introduced in some English-speaking east and central African countries.

Translated in simple English, scratch Asian language off primary school programme. Do we have the guts? As regards Creole, it does not need any political, ethnic or pedagogical propping up. It has followed its natural course and become the lingua franca of the nation.

The agreement reached after so much hassle, which made the population sick and tired, is a precarious one. The struggle is not over. It may take a new form, which in a way would be a good thing because a system cannot remain static. It has to be dynamic.

Faut-il limiter le permis de conduire à 65 ans ?

J?ai lu avec intérêt un article sur un débat à propos de la pertinence de fixer une limite d?âge aux conducteurs de véhicules automobiles.

1. Le président de la Driving Schools Association pense que l?âge devrait être fixé à 65 ans.

2. Le secrétaire du Senior Citizens Council, lui, pense que cela devrait être fixé à 75 ans.

3. Voilà un monsieur de 74 ans qui emprunte la voiture de son fils pour faire une course. Il est pris de malaise, perd le contrôle de la voiture et va écraser des personnes sur un trottoir à Paillotte. Un viellard fait un accident et tout de suite l?on veut restreindre tous les vieux chauffeurs.

Les vieux chauffeurs sont réputés, avec leur expérience de conduire avec sagesse et savoir-faire, obéir au code de la route.

Il serait intéressant de demander le nombre d?accidents, dont les vieux chauffeurs sont responsables depuis les 10 dernières années.

C?est cependant un fait établi que ce sont les jeunes qui sont les plus impliqués dans des accidents. Je vous citerai quelques cas récents :

(a) Une jeune fille d?une vingtaine d?année ne s?arrête pas au stop de la croisée au bas de la Montée Bol, et se fait percuter par un 4x4 qui arrivait de Bambous sur sa route ? morts et blessés graves.

(b) Un 2x4 conduit par un jeune, dû à un excès de vitesse évident, quitte la route à Nouvelle France et percute un arbre sur le bas-côté. Plusieurs morts et blessés.

(c) Un fourgon conduit par un jeune, passe sur un ralentisseur à Blue-Bay sur la nouvelle route joignant Beau-Vallon. Il passe trop vite sur le ralentisseur et le fourgon se renverse devant un véhicule approchant en sens inverse, tuant et blessant des passagers.

L?on ne parle cependant pas de fixer l?âge du permis de 35 à 40 ans !

Je crois que les médecins qui donnent des certificats d?aptitude aux vieux chauffeurs ne sont pas des charlatans. Et je crois personnellement moi, qui plaide pour ma paroisse, que cela serait bon de laisser les légistateurs faire leur travail et les vaches seront bien gardées.
