About the recent CEB blackout
I refer to your article Black-out de jeudi in the 8th January 2005 edition of your paper and would like to express my agreement with Mr Jack Bizlall?s view that there is a ?mécontentement parmi les employés du CEB?. However, the main source of the frustration is not the recruitment of expatriates but the belief that promotion of employees is the result of communal considerations and right connections instead of knowledge, competence and hard work. This belief has been reinforced by a recent promotion at higher management level where a very senior engineer, who at one time worked as a United Nations expert, was sidestepped in favour of another engineer who, in terms of experience, is fifteen years his junior. In such a case, which at first sight is a glaring injustice, the CEB Board of Directors should have clearly explained its choice to all CEB personnel. In addition, as a first move towards improving human relations within the organisation, the CEB Board of Directors should prove that it promotes staff in accordance with a fair and transparent mechanism.
