Dear Prime Minister,
Request for Publication of the Report of the Technical Committee on Pension Reform
I write to you regarding the pension reform measures announced in the Budget Speech 2026–2027.
Last year, Government announced the gradual increase in the eligibility age for the Basic Retirement Pension from 60 to 65 years over a period of five years. That decision generated a huge public outcry across the country, given its profound impact on the lives of Mauritian citizens who had organised their professional, financial and personal affairs on the basis of the existing pension framework.
In your Budget Speech delivered on Friday last, Government announced a further reform of the pension system. This has brought a new trauma. Whilst the precise details and practical implications of the proposed reform remain unclear and very confusing at this stage, there can be no doubt that it will have significant and long-lasting consequences for every Mauritian citizen and for future generations.
In presenting this reform, Your Excellency indicated that it is based upon the recommendations of a Technical Committee of experts. It follows that the report of that Committee constitutes the principal foundation upon which Government relies in formulating and justifying the proposed reform.
In view of the gravity of the issues involved and the far-reaching consequences of any alteration to the pension system, I respectfully request that the Report of the Technical Committee be published in full and that a copy thereof be laid on the Table of the National Assembly at the earliest opportunity. This can be done today. I humbly request that it be done today.
The proposed reform concerns not merely matters of public finance, but the very structure of the social contract between the State and its citizens, the retirement security of workers, the welfare of pensioners, and the legitimate expectations of future generations. Citizens are therefore entitled to understand the factual, demographic, actuarial and economic considerations which have led to the recommendations of the Technical Committee, above all the cost of the Reform and the funding of its implementation..
Meaningful public debate can only take place where the underlying information is made available for scrutiny by Parliament, stakeholders, trade unions, professional bodies, academics and the public at large. Transparency in this respect will enhance public confidence in the reform process and ensure that any decision ultimately taken is informed by a proper and comprehensive national consultation.
This request is made in the broader public interest. Publication of the Report and its laying on the Table of the National Assembly will enable Parliament and the nation at large to engage in a proper, informed and meaningful debate on what is undoubtedly one of the most important social and economic issues facing Mauritius today.
The question of pension reform has been a source of considerable concern and anxiety amongst large sections of the population since the present Government assumed office, particularly following the announcement of the gradual increase in the eligibility age for the Basic Retirement Pension from 60 to 65 years. The reforms now proposed are likely to have an even more profound impact on the lives of present and future generations of Mauritians, which is a total “ trahison” of your electoral promise in 2024. .
Given the importance of the issue, and bearing in mind the commitments and expectations arising from the programme and electoral promises of the Alliance which Your Excellency led during the last General Elections, it is essential that the Mauritian people be afforded full access to the information, analyses and recommendations upon which the proposed reforms are based. Such transparency will not only enrich public debate but will also strengthen public confidence in the decision-making process and the legitimacy of any reform ultimately adopted.
