Harmonised pedadogy for better child development
Stakeholders have been looking forward to such a legal framework for a long time. The Early Childhood Care and Education Authority (ECCEA) Bill is being circulated among the main stakeholders in preparation for its potential introduction in Parliament soon. This bill aims at setting up a new institution that will regulate the the whole set-up of pre-primary and the first three years of primary education.
At the moment, each pre-primary school tends to act according to its own guidelines and methods. This results in children often joining primary schools with very different skills. This bill could help formalise pre-primary education and harmonise pedagogy and fees. The idea behind its adoption is to respond to international norms concerning pre-primary education.
With the new bill, teachers will need to be better trained before starting to work in a pre-primary school. The School Certificate will no longer be a sufficient qualification and the bill will make it compulsory for all teachers to have at least a Higher School Certificate and receive special training. Research shows that the success of a child?s school path depends a lot on his/her education up to the age of eight.
This project is also in line with the ?Bridging the gap? initiative launched by the ministry of Education to facilitate the transition between pre-primary and primary school. The ECCEA will exercise control on the education of children up to eight because ?psychologically, a child is considered to be in early childhood until the age of eight,? says a specialist. The first three years of primary school will hence be under the aegis of the ECCEA.
?No knowledge hub will be possible without proper early education,? warned the psychologist and adviser to the ministry of Education, Cyril Dalais, at a regional workshop on early education a few months back. The ministry is obviously taking the bull by the horns? A holistic approach is needed for young pupils to enable them to develop their full potential.
