CEB Household Rooftop Solar scheme
Not good enough. The CEB and the Government must improve their offer.
How the Scheme works
The CEB buys all the energy production by the solar PV system at Rs 4.20 per kWh (the price was Rs 3.73 until July 24). An increase to Rs 4.83 per kWh was announced in the Budget Speech but not the date from which it will apply.
The CEB increased its prices on 01 February 26 by between 19.2% for 301 to 500 units consumed and 29.5% for consumption above 2,000 units.
The CEB then charges you for your consumption, including the units you consumed from your system’s production, at rates ranging from Rs 3.16 per kWh for the first 25 kWh (the only rate which is lower than the Rs 4.20 you receive for your production – the rate for the next 25 kWh is Rs 4.38) to Rs 8.77 per kWh from 300 kWh, before the increase of 01 February. The maximum rate at present is Rs 11.36 per kWh for consumptions above 2,000 kWh.
Two real life examples
The figures below come from two 3.56 kWp sites which started producing in October 23.

The grant of 25% up to a maximum of Rs 75,000 is unlikely to make a big difference to the payback period.
The CEB and Government must make the Scheme much more attractive, if they want it to be a success.

PS1: Why does the CEB insist on the additional cost of tri-phasing a house for a power export exceeding 5kWac (kilowatt alternating current)? We know of systems in the UK where exports of up to 10 kWac do not require the house to be tri-phased!
PS2: Grants of Rs 270 million have been provided for the most recent scheme. Assuming all applicants go for the maximum ceiling of Rs 75,000, this will create 3,600 new sites. Assuming all sites are 3.75 kWp and an annual production of 4 MW per site, this adds up to 14.4 GWh of Rooftop Solar production- a drop in the ocean compared to the total energy generated of 3,325.74 GWh for the year ending 30th June 2024. Actually the drop equates to 0.43 % of the total 23/24 electricity production.
