As Discovery Health–Global Health Solutions enters the Mauritian market through a strategic partnership with Eagle Insurance, Executive Head Craig Andrews explains why Mauritius was chosen, how the collaboration will transform access to international private medical insurance, and why prevention, digital innovation and seamless cross-border healthcare are at the heart of the new offering.
■ Why did Discovery Health–Global Health Solutions choose to partner with Eagle Insurance in Mauritius, and what specific opportunities or market dynamics made Mauritius the right choice for this strategic launch?
Discovery Health–Global Health Solutions selected Eagle Insurance as a partner in Mauritius because of its deep understanding of the local healthcare landscape and regulatory environment, as well as its established operational and administrative capabilities in Mauritius. Eagle has been operating for more than 50 years in Mauritius, and its ability to service clients locally mattered enormously to us. This reflects Discovery Health–Global Health Solutions’ broader partnership model across Africa, which combines its international healthcare expertise with the local market knowledge and infrastructure of carefully selected in-country insurance partners to deliver solutions that meet the specific needs of each market.
The strategic decision to launch in Mauritius was underpinned by favourable market dynamics, including a growing population of high-net-worth individuals and an increasingly sophisticated demand for premium healthcare solutions. As a highly connected international economy with strong links to Africa, Europe and Asia, Mauritius is home to a significant number of globally mobile Mauritians and expatriates who value access to high-quality healthcare both on the island and abroad. Offering healthcare cover that provides seamless access to local and international treatment aligns well with the needs of this affluent and internationally oriented population, making Mauritius an attractive market for expansion. But beyond capabilities and market dynamics, what truly convinced us was a shared conviction: neither of us sees health insurance as a product that simply pays claims. We believe in developing a product that focuses on making people healthier and enhancing and protecting their lives. That is what we are building together in Mauritius.
■ This partnership combines Discovery Health’s global healthcare expertise with Eagle Insurance’s local market knowledge. How will this complementarity translate into tangible benefits for policy holders in Mauritius?
Indeed, this partnership combines Discovery Health–Global Health Solutions’ global healthcare expertise with Eagle Insurance’s local market strength to deliver meaningful benefits to policyholders in Mauritius. Members will have access to comprehensive international private medical insurance, including high annual cover limits, extensive global provider networks and the ability to access care across borders when needed. In addition, modern digital services will make it easier for members and employers to manage their healthcare more efficiently. Eagle Insurance’s systems and administrative capabilities have been designed specifically for the Mauritian market, and members will have a seamless experience at the point of care in Mauritius. If a member does require treatment outside Mauritius, they will have access to, and be able to leverage, Discovery Health’s global network.
Mauritius is home to a growing community of expatriates and internationally mobile professionals, who often struggle to find health insurance cover that follows them seamlessly across borders; this solution was built with them in mind. In addition, the products have also been designed for employers, and companies in Mauritius can now offer their teams internationally competitive healthcare benefits — a powerful advantage when it comes to attracting and retaining the best talent, while genuinely caring for the health and wellbeing of their workforce.
From day one, a member has access to over 100 healthcare providers across Mauritius and, the moment they travel, that network extends to more than 200 providers in South Africa and over 6,000 healthcare facilities in 52 countries across Africa. Think of the moment every family dread: receiving news of a complex diagnosis. Through the Discovery Health Global plan, this member would have access to world-class medical treatment, whether that means receiving treatment at the best hospitals in Mauritius or having the option to receive treatment outside Mauritius if they felt the need.
The product has also been designed to support members’ everyday healthcare needs and services. A member will be able to track claims in real time on the Eagle Insurance App, and have claims settled directly at optical outlets, MedActiv pharmacies and C-Lab laboratories through the PayLess network. Members will also have access to Médecin à Domicile, a home consultation service available around the clock. In Mauritius, everything should feel effortless and local; abroad, no one should ever feel alone.
■ What are the key innovations that this new health insurance solution brings compared with existing offerings in Mauritius, particularly in terms of prevention?
A key focus of Discovery Health– Global Health Solutions is prevention and early intervention. By drawing on advanced healthcare data capabilities and clinical expertise, the health insurance solution is designed to help members access the right care earlier, rather than only responding once conditions become more serious.
The solution offers two international private medical insurance plan options, both providing comprehensive in-hospital and out-of-hospital cover. This includes benefits for chronic conditions, cancer, HIV, maternity, mental healthcare, dental and optical care, medical evacuation and access to international medical second-opinion services. The Africa Roaming plan provides cover across Africa, Réunion Island and India, with an annual limit of USD 1 million per member. The Worldwide plan offers broader international cover, with an annual limit of USD 3 million per member, excluding the United States, Canada, Singapore and Japan.
What truly differentiates this solution is the model behind it. Over three decades of serving more than 3.6 million members, Discovery Health has built one of the most advanced healthcare data platforms in the world. The insights it generates allow us to help members access the right care earlier, rather than waiting until a condition becomes serious. Traditional insurance shows up when you fall ill; our ambition is to be present long before that, helping members stay healthy in the first place. That is better for families, better for employers and better for the longterm sustainability of the healthcare system as a whole.
■ Beyond Mauritius, does this partnership represent the beginning of a broader regional expansion strategy in the Indian Ocean, with Mauritius serving as a potential hub for delivering next-generation health insurance solutions?

Mauritius is an important market, and the partnership with Eagle Insurance reflects a focused approach to delivering locally relevant solutions with strong in-country partners.
While any broader regional expansion will depend on identifying the right partners and market conditions, this partnership demonstrates our commitment to expanding access to healthcare solutions in the region.
