● <B> Why does the government want to review the Multi Annual Adaptation Strategy (MAAS)? </B>
The prime minister, Navin Ramgoolam, announced the coming review of MAAS at his congress last Sunday. The reason for this appears to be that the MAAS is profitable to the biggest producers only and leaves no room for small planters. Among other changes, the PM announced that he wanted to extend possibilities of obtaining shares in the energy cluster. He also said he was against the guaranteed prices that independent energy producers benefit from when they sell electricity to the Central Electricity Board.
● <B> What was the reaction of producers? </B>
The Mauritius Sugar Producers? Association (MSPA) said it is ?surprised? by the PM?s announcement ? the more so as this strategy is supposed to be the result of many discussions by all stakeholders. The MSPA also said that the 15% financial aid granted by the European Union was obtained thanks to the MAAS.
● <B> What about small planters? </B>
Small planters appear happy about the PM?s announcement and hope this will help them have a greater participation into the new clusters of the sugar cane industry, particularly the energy cluster.
● <B> If the government changes the MAAS, will it still obtain EU financial aid? </B>
Although the MAAS contains all necessary requirements for the obtaining of the aid, it can be changed. ?We are waiting for new proposals by the government. There are legal implications, as there is a contract between the state and the EU,? said an official source from the European Commission.
