A former detainee’s view on the certificate of morality bill
<B>Last week a bill stating that a certificate of morality can be given to an ex-offender by clearing his judicial file came before Parliament. As an ex-prisoner what are your reactions to this?</B>
I personally think that what the Attorney General is doing is a good thing. Once a man has been arrested for having commited a crime or another offence, he realises what he has done. He starts telling himself that what he wants is to make a new start in life. But he does not get a clear certificate of morality or sometimes he does not even get one at all. Therefore, he cannot get a job. Nowadays, every job, from the least important to the most important one, requires a certificate of morality. When the prisoner comes out of prison, he cannot re-integrate society ! He cannot get a job ! That happened to me when I came out of prison. That bill had to be voted !
What do you think about the ten-year period involved?</B>
First of all, I think that every case should be examined individually ! Basically, there are some people who can be re-integrated into society. It is those who show that they are capable of behaving properly. Indeed, if they show they are determined to behave well in society, ten years is too much ! Moreover, as I told you before, if a person does not get a certificate of morality, he cannot find a job. In other words, he remains unemployed. During his unemployment, he may well fall into other scourges like drugs ! In fact ten years is too long!
Are you trying to say that this bill can help people to change their bad mentalites ?</B>
This bill could definitely change people’s bad mentalities ! It would be even better if the prisoners could be rehabilitated ! Indeed, I think after prison, the prisoners should be sent to rehabilitation ! Then they could realize how they can change their lives and those of their families. Their behaviour would definitely change.
For some it might be a chance to re-integrate society, but could it not lead others to take crime less seriously? </B>
Once someone comes out of prison, he does not want to commit more offences ! Believe me, he realises a lot of things in prison. But what has to be understood is that this new law says that after ten years, the person can be accepted back into society. However, as I told you this still means that the person cannot work for ten years ! This is a long time, especially for someone who has to feed a whole family !
So what should the government do according to you to improve this law?</B>
Again, the government should review this bill. All human beings should be given a second chance in life. However, it has to depend on their behaviour and personality. Every prisoner should be monitored very closely. Prisoners should be encouraged if they show that they are motivated to fight for the good in their lives and for their families! And moreover, they should be sent to centres of rehabilitation ! I was sent to Kinouete Centre. And they did a great job with me ! I feel like a new man !
