?Alarming revelations? on BPML mismanagement
?Damning?! This seems to be the appropriate term to describe the content of the report on Business Parks Mauritius Ltd (BPML). Despite criticisms by the opposition that the fact-finding committee (FFC) set up by the government to enquire about the mismanagement of BPML, the committee is about to submit its report which promises revelations on major irregularities in the way the company has been managed.
As soon as prime minister Navin Ramgoolam came to power, he stated he was puzzled by the way BPML had been managed and the amount of debts it has accumulated since its setting up. On 3rd June, he and the minister of Finance, Rama Sithanen, held a press conference where they reiterated their worries over the situation of BPML and its subsidiary, Cyber Properties Ltd. The PM then announced it had around Rs 1.8 billion debts. And this is precisely the amount that is said to be mentioned and analysed in the report.
Political interference </B>
The government asked for the setting up of the FFC in January to shed some light on what it considered as irregularities in the management of the company. Harris Balgobin, former president of the permanent arbitration tribunal, will chair the committee, assisted by Bruno Dumazel and Raj Busgeet. At that time, the government suspected there had been ?political interference by the former regime? as well as exaggerated spending. Even though the FFC ? which finally started work on 10th March ? has remained vague so far as to what they have to reproach the BPML for, it does make it clear that there has been embezzlement, fraud and mismanagement at the same time.
To achieve its conclusions, the FFC heard about fifty people on the way BPML was managed. Among these people, there was no active politician. However it included a number of personalities such as Dev Manraj, one of those who set up the project of the Ebène Cybercity and who was chairman of BPML between 2001 and 2003. The present chairman, Chand Bhadain, the Group Chief Executive of the Mauritius Commercial Bank, Pierre-Guy Noël, as well as Goolam Morea, director of the Road Development Authority are also on the list. We should soon know more precisely what has been said?
