Aid, the key to EU-Africa strategy

Europe must help Africa to tackle the poverty and underdevelopment that cause illegal migration as controls alone will not stop the exodus of Africans seeking a better life, experts from both continents said.

After talks in Dakar, senior officials and diplomats highlighted this priority in a six-page action plan on migration and development to be adopted by ministers from Europe and north, west and central Africa at a July 10-11 summit in the Moroccan capital Rabat.

The strategy was drawn up as boatloads of desperate migrants from sub-Saharan Africa continued to converge on Spain’s Canary Islands, where around 9,500 have come ashore this year in what some Spanish officials are calling an immigration “tsunami”.
